The room in question plays homage to the game’s developers and can be found in the northern side of Kabuki Market (the market itself can be accessed via fast travel point or via an elevator on the street below). If you’re still unsure how to access it, one Reddituserhas marked it on the map. Once at the location, look for a shop called ‘Prefab City’ which is found next to a downwards-leading staircase. Take the stairs until you reach street level and turn and walk until you reach a dead end.

Sitting on the couch will activate the TV which in turn will make Johnny Silverhand appear and play some music on his guitar whilst the screen shows images of the developers who worked on the game. There is not much else in this room but is merely a little shoutout to the devs and a chance to see a bit more of Silverhand.
