On a Reddit thread about “essential” “quest based mods”, several users replied with ‘Tales from the Commonwealth’.

“The essential two are ‘Sim Settlements 2’ and ‘Tales from the Commonwealth’[…] the latter does a fantastic job of adding a lot of side quests that I think many people expect to find in a Bethesda game,” said Sgtwhiskeyjack9105.
