According to the leak, this Eeveelution was scrapped because the design looked too much like a fan design.
From the details uncovered, we can also see that Umbreon was initially designed to be a poison-typePokémon.
This brings a whole new view of the Eevee chain and some fans find the future of the Eevee evolution troubling.

“Considering how many fandesigns exist for all the Eeveelutions for various types, it means we are very unlikely to get another eeveelution because it is going to be difficult to make something that looks unique,”saidblazingciary.
Another fan,in reply, said, “Yes it might explain why we got Sylveon lastly because there was never a fairy type thus no design similar to Sylveon.”
This last comment raises a good point and it could mean we don’t get a new Eeveelution until Game Freak introduces a new Pokémon type.
It sucks that we didn’t get to see a flying-type in the evolution tree and it’s a little shocking that Game Freak or The Pokémon Company couldn’t come up with something different from the fans.
