If you’re really feeling a challenge, you can actually change the number of gang members that appear in each hideout. Alternatively, you can make it a little easier for yourself if you need to. Just be sure not to start a fight you can’t finish, since the bad guys will chase you down if you decide to waltz in, shoot a few of them, and then run away. Can’t say I blame them.
