Without giving too much away, in Identity Crisis, Norman Osborn akaGreen Goblinprovokes Spider-Man into attacking him while he captures the incriminating footage on camera. This was after Osborn framed Spider-Man for murdering the Trapster.

Furthermore, Osborn then slaps a $5 million bounty on the Friendly Neighbourhood hero, which means that Peter Parker cannot be seen as Spider-Man in public, which in turn means that he can’t save the people of New York City without the NPD on his case.
So to counter angry residents and the NPD, Peter Parker creates four new costumes to go unnoticed and continue to be the hero that he was destined to be because he’s nice like that.
