This is partially, somehow, the fault of Luke Skywalker, as revealed in the 2022 novelShadow of the Sith.

The novel confirms that Luke could sense a disturbance in the force on Exegol, a disturbance that directly affected Luke himself.
Then there’s possessed Sith disciple Kiza who attempted to wage war on Luke and those who opposed his use of gathering crystals in order to revive the Sith.
Given his knowledge of Kiza’s plans, the visions of Palaptine’s wraiths, and the knowledge that there was a disturbance in the force on Exegol, you may be wondering why Luke didn’t raise the alarm.

You’d be right to wonder that. During this time, Palaptine would’ve been in the midst of trying to clone himself.
Had Luke raised the alarm earlier, the New Republic may have been able to thwart the plan before it reached the head it did inThe Rise of Skywalker.
Instead Luke chose to meditate.
