Obviously this news is a bit of a kick in the teeth to those who’ve purchased all of the DLCs on Steam but that’s the way it goes sometimes.
The reason that this offer has come into place seems to be linked to the fact that Paradox has recently stopped supportingHearts of Iron IVon Xbox.

As of 1 March 2024, the game will receive no further updates on Xbox - nor can you purchase it on the Microsoft store.
You can still play the game but you can see why they’re anticipating that players might want to switch over to Steam to make the most of future updates. The DLCs are a nice apology bonus.
